Liz Wiggins is a prosecutor with the enforcement division of the Texas Department of Licensing & Regulation where she works on combatting Human Trafficking in the massage industry through the issuance of emergency orders and other legal authority. She also enforces against violations of sexual assault and other program violations in the massage industry. In her past legal career, she is a former criminal prosecutor and a former defense attorney. She also worked for the Judicial Commission on Mental Health where she implemented the formalized technical assistance program to help counties implement mental health laws and policies into their local processes and procedures. She is known for leading the creation of “The 10-Step Guide to Creating a Texas Mental Health Court Program” which continues to be used and presented across Texas. She also previously worked for the Texas Advocacy Project, a statewide nonprofit providing legal services to victims of sexual assault, trafficking, stalking and domestic violence.
Liz was appointed to the Texas Governor’s Sexual Assault Survivor Task Force (SASTF) in September 2024 and has been the Chair of the Survivor-Centered Working Group under the SASTF since the summer of 2023. She became a Trained Facilitator for PRA’s Sequential Intercept Model in 2021. She was recognized by Super Lawyers as a Rising Star Selectee from 2019 to 2021. She was president of the Women Lawyers Section of the Williamson County Bar Association from 2017 to 2019. She was awarded the Commitment to Community Outreach award in 2018.
